<p>March 19, 2013: A Warmblood stallion in San Diego County displaying mild neurologic signs has been confirmed positive for the non-neuropathogenic strain of Equine Herpesvirus -1 (EHV-1). This strain of virus is responsible for the more common respiratory EHV-1 cases. A small percentage of non-neuropathogenic EHV-1 infected horses can display neurologic signs and are classified as equine herpes myeloencephalopathy cases which are a reportable condition in California. The positive horse has been quarantined and is under veterinary care.  CDFA is working to contact exposed horse owners and recommend isolation, twice daily temperature monitoring and implementation of proper biosecurity.</p>
<p><strong><br/><br />
 Recommendations for Participants at Equine Events </strong></p>
<p>CDFA Animal Health Officials are continually monitoring for Equine Herpes Virus-1 cases.  CDFA has no reports of EHV-1 cases in the state at this time.   CDFA has no recommendations for the cancellation of any equine event.  CDFA reminds horse owners traveling with horses to participate in an equine event, that there is always disease risk when horses of unknown health status are commingled for a show or competition.  CDFA strongly recommends that horse owners practice proper biosecurity when attending an equine event.  Compliance with basic biosecurity practices is an important factor in reducing risk of exposure to all contagious equine diseases.  Basic biosecurity measures to follow to decrease potential disease spread at equine events include:</p>
<p>·        Limit horse-to-horse contact.</p>
<p>·        Limit horse-to-human-to-horse contact.</p>
<p>·        Avoid use of communal water sources.</p>
<p>·        Avoid sharing of equipment unless thoroughly cleaned and disinfected between uses.</p>
<p>·        Monitor your horse for clinical signs of disease and report any temperature over 102°F to a veterinarian.</p>

<p>Originally from Florida, Stephen Birchall moved to California in 1999 to go to<br />
business school at SFSU in San Francisco. His love for horses began early as a<br />
child and continues to be his life’s work as a careered professional dressage trainer<br />
and competitor. In addition to working with horses, he studied bassoon<br />
performance, acting, dance, and is an avid yoga practitioner.</p>
<p>Throughout his professional riding career he has worked with many trainers such<br />
as Scott Hassler, Guenter Seidel, Debbie McDonald, Steffan Peters, Nick Wagman,<br />
and Marie Meyers. Over the past 15 years, Stephen has competed and trained<br />
multiple horses through grand prix. He owns and operates Birchall Equestrian &amp;<br />
Co., a training, sales, and consignment business based in Rancho Santa Fe, CA. After living in Los<br />
Angeles for nearly 8 years, Stephen and his sponsors relocated to the San Diego area to gain closer<br />
access to competitions and a more extensive network of higher level trainers.</p>
<p>Stephen’s training philosophy is simple: Believe in yourself… train like each day is new, fresh with<br />
no mistakes in it and have fun! He believes that by increasing rider self-confidence through<br />
combining classical theory with practical training tools, every horse can reach its full potential and<br />
each rider can reach his/her individual goals and expectations.</p>

Jeff Moore is an S (senior) dressage judge. He wrote the<br />
guidelines for the L program for learner judges. He has<br />

He is also known for helping to establish the American<br />
Dutch society and bringing the Dutch breed to the United<br />
States.<br />
Jeff has been teaching biomechanics of horse and rider<br />
long before it became the “trend”. He has an incredible<br />
ability to teach any level rider and will work with any<br />
breed of horse. He emphasizes stability in your position<br />
and to help horse and rider with training issues.<br />
The clinic for Mar 28-31 is at Peppertree farms in Poway.</p>

<p>Hacienda de las Rosas is located in the heart of Ramona, with a winery, tasting room, and horse ranch featuring the Peruvian Paso Horse…one of the smoothest riding horses in the world.   This breed of horse, from Peru, was developed across the centuries for their smooth gait, and sweet personality.  They were selectively bred to preserve and improve on the attributes of the foundation horses, which carried the blood of the Barb, the Spanish Jennet and the Andalusian.   The Peruvian Horse of today is spirited, yet easy to handle; smooth and relaxed in motion.  It’s brilliant front action, typified by the upward lifting of the front legs, is 100% natural.</p>
<p>&nbsp;</p>
<p>The Ramona ranch features offspring from some of the grand champions of the breed and a golden Peruvian Paso horse is featured on every bottle of wine.  The horse and the wine, called “Promesa de Perfeccion”, promises an excellent vintage and also describes the Peruvian Paso breed on each label.   The winery is built as a Spanish mission, with a historic bell tower and includes a horse stall inside the building so that wine tasting guests can see a horse up close and personal.  The ranch is designed with walking paths throughout the vineyards and horse facilities, so that guests can enjoy strolling through the property.   The idea is for visitors to enjoy the wine tasting, and also learn more about Peruvian Paso horses.</p>

<p><strong>The Los Amigos Peruvian Paso Horse club will be hosting a Ranch Tour of 5 Ranches on April 26, 27 &amp; 28. </strong> Included in the Tour will be Hacienda de las Rosas, a ranch in Temecula, and 3 ranches in Hemet.  These Ranches are home to many National Champion titled horses.  The event will feature Demonstrations, Interviews with some of the Top Trainers in California, and Open House festivities.  The Tour is free to the public, but Reservations are Required.  Please contact Debbie Pye at wepye@sbcglobal.net or 858 674-7340.  We welcome you to come, share the Passion of the Peruvian Paso Horse.</p>

<p><strong>On January 12, 2005, the San Diego County Board of Supervisors unanimously approved the adoption of the County Trails Program and the Community Trails Master Plan (CTMP). The County Trails Program will be utilized to develop a system of interconnected regional and community trails and pathways. These trails and pathways are intended to address an established public need for recreation and transportation, but will also provide health and quality of life benefits associated with hiking, mountain biking, and horseback riding throughout the County&#8217;s biologically diverse environments. The County Trails Program involves both trail development and management on public, semi-public, and private lands. The Community Trails Master Plan will be the implementing document for the trails program and contains adopted individual community trails and pathways plans. <p><strong>Back Country Horsemen Philosophy and Purpose</strong><br />
<strong> The purpose of this organization shall be:</strong></p>
<p><strong>To perpetuate the common sense use and enjoyment of horses in America&#8217;s backcountry and wilderness.</strong><br />
<strong> To work to insure that public lands remain open to recreational stock use.</strong><br />
<strong> To assist the various government and private agencies in their maintenance and management of said resource.</strong><br />
<strong> To educate, encourage and solicit active participation in the wise use of the backcountry resource by horsemen and the general public commensurate with our heritage.</strong><br />
<strong> To foster and encourage the formation of new units of the organization.</strong></p>
<p><strong>It was the original assumption that Backcountry Horsemen would be a different type of organization, not the usual special interest one normally operating as a protest group. It was felt that a service club, doing work in the backcountry, would lend credibility to the group when it became involved in criticisms of agency management.</strong></p>
<p><strong>It was also recognized that some of the complaints against backcounrtry horse use were justified. Therefore, it was determined that an educational program should be a fundamental principle of the group.</strong></p>
<p><strong>So, service and education joined a determination to protect our heritage of backcountry stock use as composites of the &#8220;purpose&#8221; printed above. Our name was chosen because it signified an interest in much more than just wilderness. Backcountry horsemen are interested in perpetuating recreational stock use on virtually all public lands.</strong></p>
